Full description: The first colleges and universities are already letting students out for Spring Break, and popular spring break cities are bracing for the visitor traffic; meanwhile, Bay City Bridge Partners has delayed implementing a planned change to a discount toll program. In New York, Governor Kathy Hochul vows a fight to continue congestion pricing, this as the Federal Highway Administration sets a deadline to rescind the program. Virginia is sued by a toll road partnership claiming it is owed billions in back tolls; an international crossing gets more expensive.
